I'd rather not add to the police burden if not necessary. The owkner of the shop called you back and confessed to his guy doing it. What I'd do is submit the rental bill to the owner of the shop along with a memo explaining why you're billing him (including the fact the torch was next to your trailer) and add another $10 or so for your time in having to chase down a rental and return it. The shop owner can dispute the charge for your time and labor -- in which case you can tell him your alternative is to file a police report -- or (more likely in my opinion) he pays your bill and then takes it out on the guy who really did wrong.
