Agreed. This puts the owness more on the people and not the registration of our guns.
The one in California caught my eye 'Entertainment Firearms Permit only' What does that mean? I assume it is movie related.

Colorado permits do not qualify as NICS-certified because they are issued by the individual counties, and not by the state, even though they are good statewide. The Brady law requires specifically that NICS-certified permits be issued by the State.
It also includes in state only warrants that aren't accessible by NICS. Denver is notorious for issuing warrants that are valid only in the city limits of Denver. Those warrants can be from anything traffic related to more serious crimes. There doesn't seem to be any rhyme or reason for the issuance a city only warrant.
