Dominate or non dom eye?
easy! One for Both eyes!!
If I'm just walking around looking at the stars, I keep it on the dominant eye. If weapons are involved, non-dominant. Reason being is if I shoulder a rifle to shoot with an IR laser, I don't want to bonk the monocular off of whatever day optic I have on the rifle.

When I was serving (a while back) the best set up we had, was a NV scope mounted on our primary weapon... Worked great for all of us, with the point man using it to navigate through terrain.
I'll say: mount it on your rifle if you can.
Non-dominant.
I'll disagree with with mounting it on your rifle unless you're in a fixed defensive position (and even then it wouldn't be my *a* option). The NOD is for looking. You don't want to flag everything you're trying to look at.

So you have to sweep everything with your muzzle if you're looking around in the dark? There's a reason LE doesn't use pistol mounted lights as their primary light... It wouldn't look good during a traffic stop to aim right at the driver's head. Why would you do so with NODs?
A couple of clarification before we go off topic:
1 - the equipment I used was pretty big (Late 1980' tech) and heavy.
2- It was mostly used at night in a jungle or forrest environment for border patrol / Police duty. we used flashlights for close checks and or arrest.
3- everybody not wearing a uniform was considered hostile, so yeah, we didn't care much who we were pointing at.
