When I try to shut down my laptop an error message pops up.
"CMD. The application was unable to start correctly. (.0xc0000142) Click OK to close application".
Then it will restart. Any help appreciated.

Did you try pulling the battery?
go to command prompt, type in: shutdown /f /r , if it does not work, kill the explorer.exe and select run and type in explorer.exe , all ese fails, hard shutdown, no worries about corruption, MS runs on corruption, lol .
Holding the power button for 6 seconds should automatically shut it down.
I don't think the OP wants to know workarounds, I think he wants to try to resolve the issue.
I'll offer one more suggestion because I'm not really a desktop guy (SAN/Power systems guy), but I can use Google.
Have you installed any 3rd party AV and/or firewall apps (or uninstalled?)
Try starting up in safe mode and running the install/uninstall again.
The workaround was for him to get it to shutdown... Then to get into safemode, install malwarebytes ( yes it installs in safemode, it does not use windows installer ) scan it, if it does not find anything, run a rootkit such as tdtaskiller, etc, so remove the rootkit, if all else fails, try a sys restore.
