First Responder Guide to Improving Survivability in IED or Active Shooter Incidents Report

Good looking report from DHS. I have not been through the whole thing yet, but the interesting part so far is the definition of "First Responder". Look at pictures of the Boston Bombing, lots of First Responders, most without FIRE, EMS, or POLICE on their jackets.
