Maybe you have to have a dropbox account setup? Although I didn't have to sign in to download a copy.

Dropbox generally has a daily bandwidth limit, especially on free accounts. Try again tomorrow.

ISIS primer?
Never heard of it, I've always used Krylon, Rustoleum or PPG.

I've accessed the page 3 times in the last couple of hours, this last time it took longer to open.
