Not over 10cm than its considered a high capacity candle. You'd need a special permit from the fire marshal, BLM, BATFE, PETA, ACLU, LGBT (don't want to offend anyone by leaving them out), WWF, OSHA and I'm probably forgetting about a dozen more. Fee's alone would be in the tens of thousands, but I guess it's well worth it after all it's fo the children!
