The police were trying to stop his attack on a woman. He had already smashed several windows on her car with large rocks. And a traffic cone.

It's the make sure every issued item is accounted for, which will eventually get an officer injured or killed. They're too busy keeping track of their issued gear than going on the offensive or cover.

That mentality of making sure each and every item issued accounted for / training. Is part of the reason the Newhall Incident happened.
