ATF Bump stock letter

I was checking out the ridiculous prices on Gunbroker for bump stocks, I noticed several sellers mentioned the stocks came with 'ATF letters'.
Not sure what the letter states but I found this on the web.

Slide Fire included a copy of that with every stock they sold as far as I know. I got one with mine.

I know other bump fire systems did the same thing. Not really sure how our letters will hold up if they just decide to change the rules or actually change the law. I guess an affirmative defense.
