I have a client that had her concrete done in December. Unfortunately the guy didn?t check the weather and some rain/snow came down and water ran off the concrete before fully drying so now there?s water streaks everywhere. Any way to fix the issue?

Did the rain take off the top later? If so, she might need to have it ground or another slurry coat added.
Grinding ir came run $1 to $7 a sq ft, depending on the surface desired.
A slurry coat might not be very durable, so might not be a good idea for a driveway, if that's where it is.
I'd try some sort of concrete etcher like Jamnanc suggested. There are all sorts...even some biodegradable varieties.

So this is what's going on.
That looks to me like concrete sealer that has run over. Check with the finisher first because it's his responsibility. If the concrete itself isn't eroded, a light application of muriatic acid with a stiff bristled brush should even it out. Then have a new coat of sealer applied, or a stain and sealer like Jamnanc suggested.
