Most dealers won't carry PSA since they don't offer a dealer discount on sale items. It doesn't make sense to try and sell their stuff when the dealer has to pay the same price as you.
I would recommend just ordering online and having it sent to your local dealer.

I'm not sure about the AR10 lowers but I'm pretty sure USA Liberty had some PSA AR15 lowers when I was there last.
Check with your dealer first before ordering from PSA.
Some shops starting to not accept transfers from PSA.
