Of course they do. This has nothing to do with preventing crime.
If it's going to be registered under the NFA, we'll need a tax stamp. Is this one free? Will it be issued in 120 days or less?

Yet, if someone had told you in 2019 that by 2021 you would be living under the rule of outright Communism you would not have believed it. This could pass. It might not.
