Our son (17 with license) is fully on our USAA policy for our two vehicles. However, he will now be driving my Mom's car (not on our policy) frequently to school and other activities.
A few questions:
Do we need to "buy" my Mom's car and add it to our policy?
Do we need to add him to my Mom's policy as an operator? Seems like that would be paying the "teenage penalty" twice.
Are we good, since he is already on our policy, and he is using my Mom's car with permission?

Wow, depends on the policy.
You should start by asking your agent, if you trust him/her/them/they.
If you don't trust your agent, it might be time to look for another.
A long time ago, I had a similar situation, and the coverage I was paying big time for did cover all the family, including the assigned risk individual, in any car they drove.

Which Vehicle will this person be driving primarily?
I recall those being the two questions that get asked when switching insurance providers, adding a vehicle, or adding a person. If either have changed the insurance provider likely wants to know.
When my son started driving, I setup the vehicle I was going to let him use on a different policy because I didn’t want to pay for him or take the risk on the policy with all my vehicles and home. I did go in and notify my agent that there was a teenage driver in the household but he had his own vehicle and insurance (gave them a copy of the declarations doc); they were good with that, and I never had him on mine. I have no idea what your carrier will or won’t accept, but I definitely would have concerns from the grandparent’s side; he should be on the policy of the vehicle he is using. Also, when my son started driving, I opened an umbrella policy as well. There is a huge liability concern with teenage drivers; is the grandparent ready for that?
EDIT: The policy I set up for him was with a different carrier, and it had me as the primary with him as the secondary....too expensive to just have him alone. i showed him the cost up front, and it was understood that if he did anything that caused the rate to go up that it would be cancelled. He wouldn't be able to drive until he could pay the insurance on his own so he knew the consequences for his actions from the start.
