Looks like this guy tries to rob a clothing store o.0, last time he'll ever do that... or anything else.

I would have to disagree but like you said the clothing rack is in the way, But if the guy is still alive and moving (on the ground or not) He is still a very real threat.

I watched it again and you can see the perp pick his weapon back up and come across pointing it in the general direction of the clerk.

Ya, clothes owner is gonna have some problems with that.

Why is he dragging the guy across the floor?

I've seen it before, but isn't this fake? The bad guy's reaction to being shot was flying across the store? And what was with the dragging the body around?

Yep, you're right. He does grab the gun again. I still don't get why he starts dragging the guy around though. That's just odd.
