I searched, only thing I found related was shipping firearms to oneself from out of state. My question is, am I still required to ship to an FFL if it is an instate transaction between two different parties? Thanks.

Part of this is probably old news.....but....
As an "unlicensed person" (non FFL) you can NOT "mail" a handgun through the Postal Service. You CAN mail a long gun through the Postal service.
You CAN ship a handgun through another common or contract carrier.
About the "same state" question....

No FFL required.
you can ship a handgun or a long gun to a resident of the same state. I advise you to make sure you get a copy of their drivers license mailed to you to verify their address etc.
you can not ship a handgun via USPS but that is their policy. UPS and fedex will take handguns.
all of them will take long guns.
FedEx says the recepient should be a dealer, and I do recall them asking that specifically at the counter.

UPS will ship them but you have to go to the hub, the ups stores will not take them.
You ship Auto Parts, or Motorcycle parts. No Problems.

If it is in deed legal to ship this through Fedup or UPS, then just go to Office Depot and ship it there. They dont ask anything and know nothing.
