Seems they spent more time making a CGI movie then actually trying to make it work.

I don't think so for several reasons.
-The centripetal force on the fragments, wires and center hub will be huge. Getting the system to not fly apart is a major challenge.
-Once those three fragments deploy they are horribly non-aerodynamic, it looks to me like aero forces will send them in completely random directions.
-If the thing stays together, the random aerodynamics will have it spinning like a bolo. It seems likely that the axis of spin will shift and which way it shifts is probably not predictable.
-Aerodynamic drag will also slow these things down considerably. An airplane propellor running slow acts like a brake, this will too.
-It will make a whizzing noise like a ricochet.

From what I understand, this product has been in the making for 2 years an they just finalized his patent.

Interesting concept, but I see limited applications. Using a less than lethal round for home defense would be foolish for a number of reasons. LTL rounds would have some limited application in law enforcement, but for those situations, I don't see any great advantage over beanbag or rubber buckshot rounds. We'll see, I could be wrong....

Looks slow and clumsy. Good luck hitting a moving target and pray to God you don't have to ever make some sort of precision shot involving a hostage and all you have loaded up is your dumb lasso bullets.
