Very good EXCEPT...

The mandatory or non-discretionary budget can be changed. Congress can change it by simply voting a change. A better term would be to call it automatic spending.

By calling it mandatory people are just ducking having to take a stand on the majority of the budget that draws the highest emotions.

Awesome.

While l'm not exactly an Obama fan ... ( ok I despise the guy ..... )
