Um, how is removing the parking meters going to change anything?
Wouldn't it have been better to just fumigate them, to ensure no cockroach infestation comes from the tunnels?

Makes it really easy to find the other end as well...
While explosions are more satisfying, it would be a bit more disruptive to daily life... and overkill for cockroaches. Better to just quietly deal with the problem, IMHO.
