Yes, if it has rifle items on it, mfg sent out as long gun / rifle.

I have yet to see a NFA pistol lower, why not contact them and see how they sold the lower?

Even if it's had a stock attached, but has never had an upper attached to it, it can still be built as a pistol - since it has never been anything but an "other" yet.

If an FFL transferred an unbarreled lower as a "rifle" they erred.
