there are few forums talking about this "outage" and some provide alternative solutions for finding the simillar ccw rules/regs.

I hear it won't be coming back. The content hadn't been updated in ages anyway.
It was a resource for CCW. The handgunlaw website linked above IIRC is run by one of the guys from packing.org and meets the same purpose.
