I heard yesterday that this purchase is a purchase contract and not actual possession of the ammo. Some speculation believes that it's a way of driving the ammo prices up and availability low.
That has been my theory all along. Now it's nice to hear someone with industry knowledge confirm.

Too bad ammo companies 1) didn't figure this out sooner and 2) grow some stones like Magpul, Barrett, Serbu and others and refuse to fulfill government orders.
As I have said all along, "they" may let us "keep" our firearms but they will probably make a serious attempt to just dry up ammo or at least tax the hell out of it. We'll see what happens. [blaster]

I thought the Government had it's own ammo manufacturers, like Lake City & etc?
Military ammo comes from LC (which is actually operated by a private company on a contract - Federal and Olin seem to hand it back and forth a lot). Okay, mostly from LC, but they also buy from a few others: Black Hills comes to mind. I think BH was the sole-source for Mk 262, but I could be mistaken.
Just about everything else is bought off of the civilian market. LC doesn't make JHP for pistols, and nobody outside the military is bound by that Hague convention gheyness. so they can load up with the same Gold Dots that I've got in my CCW right now.[1]
[1] Well, not really the same. FBI had problems getting their 3rd-gen Grocks to cycle with them with lights attached, and had to ask Speer to download them a little. And Grock asked FBI and Speer not to tell anyone. Which resulted in Kansas City and Milwaukee and Indianapolis and DEE-troit PDs all having sudden limp-wristing problems, or at least that's what Grock called it. Did more to increase S&W M&P sales than anything S&W could have done.
