Oddly I'm having issue with the Survival & Preparedness subforum not refreshing since the radio programming thread started... no problems with any others though. What am I missing here?

Sounds like a browser cache issue to me. Have you tried logging off the site, clearing your browsers cache, then logging back in to see if anything changes?

Nope. Same issue after 2 new posts, but only in that subforum. Weird.
How many posts you showing in that thread.
That thread is the only activity for more than 2 months in that forum, not much to refresh.
Good point. There is a way to filter what you view in different forums/threads. The default is to only show activity within the last month.I don't recall off the top of my head how to change the view to display everything and a few other options, like the last 6 months.

ETA: If this is what's happening, you can edit your General Settings. At the top of the page, under the tabs for FORUM, INFO HUB, ARTICLES & BLOGS, you will see "FAQ Calendar Community Forum Actions....". If you click on "Forum Actions", a drop-down menu will appear. From here, select "General Settings" (See the first image below).
Once you select General Settings, another page will open. If you scroll down to the Thread Display Options section, and click on the down arrow of the options box for Default Thread Age Cut Off, you will see all of the options available. (See the second image below)
If this the issue, then this is where you can fix it. If it isn't the issue and it is just not refreshing updates, then it is definitely associated to your system/OS/browser. In this case I'd only be able to possibly assist by knowing what OS and browser you are using. In the short term I'd recommend trying a different browser to see if the problem remains.
