If the FFL has not received from the NICS a final determination after 3 business days have elapsed since the delay response, it is within the FFL's discretion whether or not to transfer the firearm (if state law permits the transfer)
I have seen numerous references today on "that other site" that NICS "Delays" are not to be transferred until mid April.

I'm an FFL, and have received the long delay transfer date, and have been trying to figure this out. Here is what I think is happening. The Brady transfer date is 3 business days. The BATFE defines a business day as one where the state and federal gov'ts are working, which they are not for the next couple of weeks at least. So they pushed the date as far out as they could, and still keeping it under 30 days, when the 4473 expires. So for a NICS check on 3/20, the BTD is 4/15, and the 4473 expires on 4/19. So unless it comes back as "proceed" meanwhile, the transfer has to take place between 4/15 and 4/19, otherwise a new 4473 and NICS check has to be generated
