The max known distance I've looked at is 500 yards and 12 inches is no problem. A 12 inch plate would be a little over half a mil...about 0.6. I'll have to really push it next time I'm out but I think I could resolve well beyond that. Belly would give you the best answer.

12 power? Given the right target setup (brightly colored target on a contrasting background), You can easily negotiate a 12" target at 1k with 12x.
now, can you hit it with the particular ammo/gun/shooter combo? That's up to you.
Here are 18" plates at 1k with 16x magnification. Targets are easily distinguishable.
