Incorrect. He was tying the two bills together to point out that it was essentially an ownership tax to exercise a right. Apparently you aren't allowed to mention any other bills when arguing against the bill, even when it is relevant to the argument.

So then he was so lost that he couldn't string together a single thought against the universal background check?
He has been great up to then, but that was uncomfortable.
