I don't get that last one.
It was US troops response to the budget crisis...
On another note, look at how fugly the Stryker has become. The outer grate stuff is to trip a RPG before it impacts the armor. I guess the tent on top is to make it hard to see anyone who's got their head out the top. Looks like it's gone through aftermarket customizations in theater by troops who trying to improve them with whatever's at hand... probably because that's what it is.

Bolt on additional armor for the wheels and a Warlock system as well. All the things that were "Lessons Learned" over the course of the campaign there to protect the vehicles.
