Does this mean he won't sign the "red flag" law if there isn't a means to return the firearms to the rightful owner in the event that the rightful owner was determined NOT to be a nut like the rightful owners neighbor (for instance) said they were? Does this mean the rightful owner gets to sue the crap out of their accuser after the false accusation?
