It’s apparently a “wall” constructed in Minneapolis, no permits pulled, obviously not to code, and funniest to me is the spray foam insulation between the blocks.

My first random guess would be that it is not ADA compliant. Second guess is that it’s not up to code because it looks like it was built by a crew supervised by a toddler.
