PROVIDING they understand AND can converse in the language of the country, they have decided to settle in.

CRAZIEST THING is : for as much Mexico wants an open border policy with America. You go to Mexico's southern border AND they have it heavily patrolled by mexican troops!. ANY person caught illegally entering mexico gets detained. THEN when they have a bus load off they go, under armed guard back across the border.

Yep- you should see all the stuff Mexico does to dissuade illegal immigration... Can't own a business, different property rights (even if it is a temporary residence- ie: vacation home), voting, etc. Mexico, for all their faults, has a pretty good immigration policy. Although, when it comes to border security, I think we can take a lesson from Israel... and some nations (IIRC Sudan) shoot people who illegally cross the border.
