Voltage at the plug at the pump, correct?
Check harness of pump for continuity, if you have it the pump is suspect
I can't help with the electrical problem, but do you need me to swing by to help with the air filter? [hahhah-no]
I already filled the blinker fluid. Air filters are over rated. All the do is get dirty. Don't need 'em. [facepalm]

Ok, pulled up the wiring diagram and took a quick look, do the wipers do the 5 stroke wipe when you actuate the front washer switch (ignition on, of course) with the new pump motor installed ?
Hopefully you are a slim small person, you will need to measure input and output voltage at the connector on the bottom of the steering column most likely the switch/ multifunction board under the steering wheel airbag. Be extra careful ! Shorting the wrong terminals in that connector could deploy the airbag.
Get a chiltons manual with wiring diagrams and disconnect the battery, wait 15 minutes, then disconnect the airbag circuit per the manual then reconnect the battery to troubleshoot electrical problems under the dashboard.
