This... We have issues with the CJ system, but what's happening with Sullivan is without a doubt not common at all. Refusing to submit to a UA as grounds of your probation? Do not pass go, do not collect $200, go directly to jail. Fail a UA, we'll usually give you a second chance. Screw up again? Stern talking to and maybe a third chance. Again? Jail. That's usually how it works from my experience and knowing several ADAs.

Very common in the probation departments. There are similar walking the streets, trust me. Violent ones too. Most of the probation officers hands are tied, the courts keep sending them back to probation. No room in jail.

Hypothetical situation: Johnny Patriot comes home from his four tour stint in the service. His experiences weight him down to the point that he turns to drugs and booze to numb the pain. He gets busted for buying drugs (without any sexual scandal) and put on probation. He refuses a UA. What happens to him?

Don't answer that, because typing it out will only make you angrier.
