Yes but they must feel like everyone else. When they tell folks that they don't have a cell phone they will be alienated and embarassed. Much like Food stamps, we can't have them being shamed at the checkout counter, so they have to have a CCard looking thingy like the rest of the populace. It spares them the humiliation.
