Okay- I read the Bill. It stinks of ignorance and desperation. After you remove all of the exceptions, what you have left is, "It's a crime to conceal your identity when in the commission of a crime," and, "[Because this is happening and my constituents are squalling for us to do something,] we declare this an emergency and will make this a law as soon as it passes."
Seriously, these hand-wringing, crisis-management, slack-jawed mouth-breathers need to be cleared out of any position of authority. They've already got a law on the record that states exactly this- since the 1920s. That's like having a new law written up that states, "It's illegal to commit a crime."
