Question- How does an unbuilt receiver without all parts on-hand do you any good?
Seems to me that if the sale of "assault weapons" and +10 rd mags are banned, it is HIGHLY likely that componet parts for said items will also be banned. Anti-gunners have learned things too, and the loop holes of previous legislation (like the 94 - 04 ban and our own 2013 laws) will NOT be duplicated.
Pretty much they only way I could see to guarantee future ownership buying 80% units and all necessary parts with cash.
That's what the job of the SCOTUS is now, but after Hillary stacks it with more Kagens and Sotomeyors it will be used to nullify the Constitution, not determine whether things are in line with it (Ruth Buzzy Ginsberg has already sad if Hillary wins she's retiring, so yes it'll be at least two seats replaced by Hillary first quarter 2017).
She's already said that's what she's going to do with Citizens United and Heller (and there's another big 2A case headed to the SCOTUS so that will be easy).
Once Hillary wins, the Constitution will be redefined to say whatever she wants to to say.
Also there's a greater than 50% chance that the Senate falls to the Dems ... Hillary + Harry Ried back in charge of the Senate means these changes come in weeks or months, not years.
Anyone that thinks the SCOTUS is going to stop Hillary is deluded (and I don't trust the R's in the House to do much of anything other than bitch that "well we don't have the Senate or the White House so we can't do anything but rubber stamp Chancellor Hitlery's edicts).

There are no guarantees either way. The guys with 80% lowers are in good shape until it becomes a felony with a $20K reward for info leading to arrest/conviction. What good is a 80% lower AR when it can never see the light of day? Keeping it for the civil war that the person would never fight (or he wouldn't have a bought a 80% lower in the first place)?
Unbuilt receivers are valuable because the probably of a ban without grandfathering is minimal. Impossible, no, but not probable. No grandfathering means they have to come for guns. How many times have they said "we aren't coming for your guns, we just want x." Well, they couldn't hide that in semantics. And there is a Fourth Amendment hurdle to jump through. In previous state/local bans, the option has always existed to move. Wouldn't be the case with a fed ban absent grandfathering.
I bought receivers for $60. That's great common sense insurance. Again, no guarantees.
And I have all the parts for builds/maintenance too. Everything got outrageously cheap after ~2012 (thereabouts). You could build a PSA carbine/mid-length (no frills) for < $500. 6920s dipped into $800 range (the same gun was $1300+ during the 2008 panic). Aluminum GI mags were $6.99/each. I could go on.
I find it hard to believe they could ban the unregulated AR parts. If AR’s are banned and they want you to turn them in, the receiver is the only regulated part and therefore the gun. If a lot of people strip every AR down to just a bare receiver before they turn it in, the guys with 80% receivers may be the only place you could sell parts. It could be that there would be a glut of AR parts.
