So yeah, they didn't lose a bomb. They lost some nuclear material.
The ionization smoke detectors in my home contain radioactive material. Oh noes!
"Nuclear device" has become slang for a bomb but there are lots of nuclear devices that have little or no weapon potential other than the radiation from the device itself.
IIRC the Soviets used some kind of nuclear generator on some of their lighthouses in the Arctic. It used some kind of radioactive material that decayed and produced heat in the process. Since these were unmanned stations in the middle of nowhere, and since there's no such thing as a Soviet EPA, they just let these things radiate and to hell with the environmental damage.
