If this lady keeps pooping in the same spot at the same time in front your house, why wouldn't you simply wait with the water hose in hand the next day. Then wait until she is mid dump and start hosing her down. It wouldn't take many Dump Showers for her to get the point that crapping in front of your house is a bad idea.

This doesn't pass the sniff test. Wouldn't surprise me if the reporting party created the entire thing to get her 15 minutes of fame.
