No, you only pay the $100 late fee plus your regular registration. I finally renewed the bike a bit ago, was only a six year gap. (2012 exp - 2018 exp). Cost: $100 + 92 reg. fee. So far I've kept a few hundred $ to feed my family over the last few years that would have otherwise been stolen from me on top of all sorts of other theft. Things are a little more laid back over here though.
Random factoid: They seem to use the same color scheme for stickers about every four years, btw. 2014: Yellow 2018: Yellow. I just have an exceptionally good memory for the color of those stickers.
ETA: By no means am I advocating "free rides" and YMMV. [For the record, I think you need to take advantage of a quid-pro-quo to have a free ride]. I have paid quid, I have not received quo. It is Colorado that has had a free ride.
