Registering a non functional vehicle that needs an emmisions test. What kind of a pain will that be?

If tags aren't current you can't park it on a street nor in any condo, apartment or HOA covered parking lot. Pretty much every lease I have seen states that any vehicle on the property must be licensed as well as most HOA covenants have similar line items.

So.. depends on where the vehicle is stored.

Always call the source, DMV Like i said vehicles we had expired registrations on, the only thing they did charge for was new plates.

Not so any more... if your registration expired, you WILL owe late fees on top of the new registration fee. It is capped at $100

It at least USED to be that you could turn in the plates (de-register), then when you went to re-register there were no late fees... I don't see that option (but it may still exist)
another trick is to xfer the title to your SO as a gift (so no sales tax) then they register it fresh, no late fees (but there is a title application fee)

I don't miss the Colorado DMV

When did that change? When I signed my kid’s cars over to them when they graduated there was a “gift tax” involved. I found it easier to write them a bill of sale for $1 and just pay the taxes on that sales price than to pay their “gift tax”.

The DMV is getting just as crafty as the rest. If you but a car you can transfer just title. As in a project not road worthy. Then go get your temp when operational. If you take a vehicle off the road to restore and want to keep the plates, you can pay just ownership tax. No registration, I think you post the paperwork to the window. You do this directly with the state. I think you need to go to the 20th and Peirce office. Transfer to a trusted person is easier. Some people like to keep it as a one owner car. Now it's a three owner if you get a CarFax. I find it funny the state wants money while you restore or park it.

You can register it as non-op. If you do it before the tags expire you avoid late fees. As expected with government, there's a form for that.

I though this changed a few years ago, where no matter what you paid for the vehicle, the taxes are based on a set percentage of the new purchase price?
