That's fine if they want to actually become a "resident" and purchase/lease a home, condo or apartment. Living under the Folsom Street bridge or in a busted camper south of Nederland is not being a "resident".

The dog owner gave a fictitious address (probably didn't realize that some street numbers simply don't exist). As such, I suspect the rest of the info he gave the police was bogus as well. The police report shows that the police/animal-control wrote him a ticket that had multiple violations and it stated there was an "in-home quarantine" but I suspect that home is under one of the local bridges. Thankfully our insurance is covering all but $1K of the bill but even spending $1,000 on this event is not how I would have chosen to spend that money.
I think you're supposed to cut off the hippies head and test his brain.
