The cure to mass shooting is genital mutilation followed by live cremation on network television. I know it will never happen, but there really isn't a legal deterrent besides a relatively painless death penalty.
Actually there is no cure for mass shootings. Period.
Mass shootings are "black swan" events that will happen randomly in any society under any form of government and there are no laws, regulations or policies that can stop them from happening because there are ALWAYS going to be broken people no matter how Utopian our society becomes.
Every law, regulation or policy proposed to deal with mass shootings will only cause more harm than good (because even if they magically stopped the handful of deaths from mass shootings, they would result in a massive spike in victims of violent crime by disarming all the would-be victims of violent crime).
The only adjustment that we can make to our daily lives to possibly counter the evil of mass shootings is to make sure that those of us who loosely fall under the category of "good guy" be armed when in public as much as possible.

Take away mass "shootings" and you replace them with mass knife/improvised explosive/fire/toxic poison/vehicle/etc. attacks.
