Addicts and the mentally ill are what I see on a daily basis.
I?ve never liked the term transient. The definition of the word pretty much means they don?t stay in one place very long. I?d wager a great number of them stick around for a very long time and never move on.
Vagrant works. Most of them here are definitely NOT local citizens down on their luck.
Pacific area especially CA made this situation worse by their dumbass zoning/housing/building permit etc.
