Turn geolocation services off/disable
Disable telemetry services
Verify your location and timezone to windows
Flush DNS cache
Delete cached/downloaded ms maps
Restart disconnected from internet
Connect internet and reenable internet
Or simply leave geolocation, telemetry, maps, etc disabled permanently ;)
You already know where you are, just type it in. Microsoft doesn't need to know more than they already do...
