Anyone can submit a ballot initiative. Doesn't necessarily mean that government is behind it.

While I think it'd be exceptionally arrogant to assume that Earth is the sole source of sentient beings in the universe, I also don't think we're getting visits by beings from other planets.

This ballot initiative is just another example of people thinking that we need to spend our money on beings outside of our geopolitical domains. If we'd quit senting money to other nations because of their "need" and use it for our own needs we'd be in a far better place.
