I'd probably go with Elpaso County Sheriff (or is that Douglas County there?) first and they would probably know where to go with it from there.

Everyone is forgetting a key aspect. You need to get testimony from the tree that was shot
CSI Forest ???? [ROFL1]
I'm in LE and just couldn't figure out what the crime would be...
But I'm sure ELF (Earth Liberation Front) would love to help you track them down.
You mentioned the tree, but were they, in addition, shooting in an unsafe direction?
I guess I'm saying I dont see what the crime here is. Perhaps destruction of property, but then, the tree was on the range? You don't say.
I believe it is illegal to cut down a live tree in a national Forrest without a permit. It is also a part of the burn area and the couple of times I have talked with the rangers they were adamant about leaving the live trees alone.
Hard enough to rebuild a forrest that was burnt by some careless bitch over a love letter but all it takes is a couple of Rampart Range idijts and the FS will shut it down. They have been tolerant so far and people have kept the place in fair condition but it will only take a couple of live trees shot apart and it will be gone forever.
