Get a Utah non-resident permit, that will cover you for Minnesota. You would need a Utah certified class/instructor, but the Utah permit is only 65.50 for the first 5 years and $10 for renewal. There are a lot of Utah classes here in the Denver area, I took a combined Utah/Colorado class with Profire a couple of years back, about 10 hours on a Sunday.

I was born & grew up in south, central Illinois (a long time ago). All farm community, mid-west, conservative values. Every once in a while you'd hear something about Chicago wanting to be become it's own state. General consensus was, "Hell yeah!!! Get rid of those idiots and leave the rest of Illinois alone so some common sense can prevail!".
