That is a pad in the seat itself under the cloth and on top of the foam. In the drivers seat it dosen't matter. Car assumes that if it is running then someone is there.

I would check to see if you have any recalls. You might luck out and it could be covered in a recall.
When you initially turn the key to on, see if the bag light flashes. That's the code.
For example, 3 flashes, a pause, and 4 flashes = 34.
Post that here.
A lot of that depends on year and make. And also what system. Scrolling through the airbag codes on a Jeep of that year shows that there is not a single two digit code among them. And every single code has letters in them as well.
ETA: An 06 Taurus has only 4 digit codes as well, though only 1 letter per code.
