So here is how it will go. The Dem leadership wants X. If they have the votes and there are some members who do not want X, they will let them vote no. If they need votes, they will bribe the fence sitters until they vote yes. That can be $/projects for their district or just primo placement in the legislature.
Then hickenlooper will say something like i have been listening to the voters and they have spoken, they have urged us and convicenced me that this is necssary and will make everything better and he will sign the bill...

Did you go to the rally on SATURDAY the 19th? When we had that rally... people were saying "but it is a weekend... nobody will be there" and now that we are having one during the week people are saying "but it is a work day... don't people know we work?" It seems there are a ton of BlueDogs in Colorado actually. Especially after the first two years of "Obama bliss" wore off, and more people switched to the RonPaul bandwagon.
