As far as using your turn signals go when making a lane change, you are supposed to turn it on in advance, check over your shoulder, then make the lane change when it is clear to do so. Not put the turn signal on after your tire crosses the lane divider while making a lane change and bulling your way in. The traffic in the lane you are moving to has right of way and you must yield to it.
As for the original post, the way the OP wrote it up, the Woman used an Exit lane to pass slowing traffic, then tried to cut back in across the painted gore point, that was wrong.
But, the OP is also ring by doing the brake check and backing up after stopping.

I don't let stupid people in front of me. When it is clearly marked that the lane ends, traffic merges, lane closed, etc, people have plenty of time to realize it by reading the signs instead of their damn phones or trying to take advantage of others that are following the rules. At that point I say screw em, they can sit and wait for somebody kinder than myself.

Traffic should almost most not need to slow down at a merge, people stopping in the acceleration lane because they don't want to be rude and assholes not letting people in at the merge point buggers up the whole process. It sounds like both types are well represented here. Zipper is the right term and both of those types are like a missing tooth on your favorite jacket.
