The guy was also an HVAC guy that is the biggest con artist I've ever met. He would take used compressors and spray paint them new and sell them as "new" to customers. That Donut shop is my primary evidence that the ordinance should be struck down. Plenty of them things should be kept covered.

Simple solution for Ft. Collins City Counsel - prohibit everyone over the age of 5 from being topless (I picked 5 because I'd rather not give the pedophiles an opportunity to look at topless 10 year old girls).
Frankly, I don't want to see women's breasts exposed in public and definitely don't want to see most men without shirts either; it's a decency thing to me. I guarantee that NO ONE wants to see me without a shirt.
Folks want topless, found a private topless/nudist facility with good screening from the public view and have at it.
