Depends what services they offer. But charging for some services is illegal. But its OK if it is free.
Yes, I have pointed this out in posts on several forums where people have wondered why the guys at the front door were just standing there. He is a guy that I see there just about every time I shop there, he is more than dyslexic. King Soopers at both locations in Boulder hire a lot of mentally handicapped people to bag groceries, wrangle carts in the parking lot and other menial jobs. The guy in the yellow vest is one of these. You can tell he has absolutely no clue what is going on as he points inside and says "someone is laying right over there".
History note: There was a domestic at the north avenue, grand junction city market years and years ago (20+) which is Kroger. Ex-something dragged a cashier out by the hair "I'm going to kill you b****" type of situation, most people stayed back, two bystanders tried to intervene in the parking lot IIRC, one of them managed to get an arm on the hand/gun but didn't fully commit (unfortunately) and it ended up with the woman, the Samaritan, and the ex-whatever all dead (suicide IIRC), I forget if the other bystander was hit or not. Obviously not related, but sometimes you just never know when a normal day at the grocery store is going to turn to shit.
