Well it's apparent I don't know shit about the law because I don't see how this doesn't get tossed immediately. Even if a judgement were to go against the bakery, wouldn't it just be a judgement for any monetary losses? And since there was no work promised, no money exchanged, and there are a shitload of other options available, wouldn't the judgement be $0 ?

That's the point, under our system of political correctness the baker does NOT have the right to his own beliefs if they run afoul of "special groups".
Ultimately the goal of political correctness is to codify their belief system into law and make disagreement with them illegal. All the while using freedom of belief as their weapon.
Under the left, gays have unconditional rights whereas non-gay people's rights are conditional upon their opinion of gays. Same thing goes for women or minorities as well.
It's all a ruse to eliminate the right of individual Americans to live their lives according to their own beliefs.
Two easy steps:
1) Outlaw "hate speech"
2) Define dissent as "hate speech"
